Independent Review of Transpower Proposal Gives Further Doubt

An expert witness, called on as an impartial party by the Auckland City Council, has real concerns about the Transpower Henderson-Otahuhu transmission line plans. A peer review by Connell Wagner of Australia, has reinforced The Onehunga Enhancment Societies concerns that the resource consent does not address some important issues.
The report by Connell Wagner states, “The application has requested for uprating the lines rating to 986 MVA (under forced outage situations) but does not specify the frequency or duration of such events.” The review goes on to say that reading between the lines it appears that Transpower is looking to use this higher rating at all times, not just at forced outages, and requests that this be clarified.
The reviewer also found it necessary to recommend that: “Transpower … ensure that statutory safety clearances are maintained at all times during the line operation under the forced outage conditions.” This implies that the resource consent application gives no real assurances of this, and public safety could be at risk as a result.
